Scenarist outputs to DLT, but at the moment there is not a tool that will output an entire DVD structure ready for import. Numenu will fo the menus, and Scenaid can do the titles. You could run both and manually join the 2 scripts (some of the naming conventions differ slightly). Then build and output to DLT.

IIRC Gear Pro (again :D) has the option to make dlt masters from existing dvd9 disc.
