I agree with all this. I would say that if what you're wanting is for 1:00:00:00 23.976/29.97 to be equal to 1:00:00.000 HMS then that is theoretically undesirable and physically impossible. If we did that then either our actual time-base would be borked because we made it run slower to match the frame rate or the timelines would drift apart again after that 1 hr alignment. I just wanted to be clear on that point. If all that is wanted is for the project start time entry in project settings to automatically conform/match the currently selected ruler time/frame rate then I'm all for that.
